Isaac Burlingame, the son of William and Mary Ann (Kepert) Burlingame, was born in Beaver County, Pennsylvania, on October 20, 1843. Isaac's father was born in Clearfield County, Pennsylvania, and his mother was born in New York. For many years the Burlingame family operated a mill at Williamsport, Columbiana County, Ohio.
Not yet 18 years old in 1861, Isaac was 5 feet, 9 inches tall with a dark complexion, black eyes, and black hair. Before entering service with Company C, he was a miller and a carpenter in Columbiana County.
When Isaac enlisted in Company C, 24th Ohio Volunteer Infantry regiment, on June 1, 1861, he was too young too serve, but bluffed his way onto the roster by stating that he was twenty-one years old. He served three years as a private in the 24th Ohio Volunteer Infantry Regiment.
Like many comrades of the 24th OVI, Isaac reenlisted on January 30, 1865, and served for another year with Company F, 184th Ohio Volunteer Infantry Regiment. After mustering out of service on September 20, 1865, he returned to East Liverpool, Ohio, where he practiced his trade as a carpenter. He spent a few years in Mercer County, but even during those years, he always considered Columbiana County his home.
Isaac married Susanna Trippey, who was born in Frederickstown, Ohio, June 13, 1845. Three daughters were born of this marriage. Della married John Sutherland and moved to Toledo. Dora married James Glendenning and lived in East Liverpool. Renny married M. Marshall and also lived in East Liverpool. Also, a son, James B., was born on January 23, 1862. James died on May 5, 1894.

Isaac was a member of the Christian Church and the Grand Army of the Republic's General Lyon Post # 44. In politics, he was an active and staunch Republican. He retired in 1922 and died in 1927. He is interred in Riverview Cemetery, East Liverpool, Ohio.
